The second power generating unit was commissioned at Severo-Zapadnaya TETs heat and powerplant
On November 29, 2006 Anatoly Chubays, the Chairman of RAO UES Management Board, carried out the ceremonial start up of the second PGU-450T combined cycle unit.

The nominal electrical power rating of the heat and power plant is now 900 MW. The PGU-450T combined cycle unit is based on two Siemens V94.2 gas turbines, two ZiO-Podolsk P-90 steam boilers, an LMZ T-150-7,7 steam turbine, and three Elektrosila TZFG(P)-160-2MU3 air cooled turbine generators.
The gas and steam turbines were initially commissioned on November 23, 2006. The initial load on the power generating unit was 100 MW, and the 72-hour testing of the two gas turbines was then carried out with the full electrical load. The heating main (from Severo-Zapadnaya TETs heat and power plant to Primorsk city boilerhouse) was put into operation so that the powerplant could function in heat extraction mode and this allowed heat transmission of around 500 Gcal/h, raising the fuel efficiency rate to 85%. Previously, the first plant had functioned in condensation mode.
Technopromexport was prime contractor for the project and SevZapVNIPIEnergoprom the general designer. 

Anatoly Chubays said that Severo-Zapadnaya TETs heat and power plant had become the largest combined cycle power plant in Russia.
